Open recruitment was not an industry census; NAFCA’s interpretations and respondents’ views are not treated as independently verified facts. Rechecked 20 September 2026: line 73 is questionnaire framing of law at the time, not this archive’s conclusion about current Japanese law. Line 87 reports 57% for self-identified animation workers and 75.5% for non-workers, not population estimates. Free-text comments at lines 93–98 are selected and interpreted by NAFCA; efficiency hopes coexist with concerns over training rights, motivation and international regulatory differences.
