The archive provides Chinese and English research texts. Translations may be AI-assisted and may not yet have received independent human review. Consult the original-language sources alongside them.

The government draft proposes extending qualifying non-exclusive collective licences to non-mandating rightsholders with an ongoing right to object. Article 5 gives societies up to ten working days after an objection to end the relevant effect and notify users; Article 7 separately gives users up to ten working days after society notification to exclude works. Article 6 requires publicity but not individual notification. The two deadlines have different triggers.
